In my business I invest a lot of time on technical writing issues. I landed in your blog while googling for a solution and a a shortcut. Your post was very useful for me.
May I add Paint.net and FastStone capture product ?
In my opinion those might help either.

My experience is limited to RoboHelp and Flare. I haven’t experimented much with Doc-to-Help, Author-it, or other solutions. Sorry, I can’t really give you a comparative analysis there. But if you’re having trouble with D2H, contact Nickey Bleiel.

It seems like you have had a lot of success with Flare. I am currently having a lot of problems with Doc to Help-have you also tried D2H? Do you find Flare to be the best help authoring tool for publishing to a help section?
